Supporting Buena Vista:

The proposed additional sales tax will generate about $250,000 per year of dedicated revenue. the additional 0.5% will add 50 cents to a $100 purchase or 5 cents to a $10 purchase. Total sales tax collected within Buena Vista Town limits would be 2.5% for the Town, 2 % for the County, and 2.9% for the state for a total of 7.4%. One of the advantages of paying for street improvements with a dedicated sales tax is that the county residents and tourists who use the streets while in Town will also pay something towards street improvements when they make purchases in the town.

Street Improvement List:

The list of street improvements include paving unpaved roads in Town, widening Rodeo Road, adding sidewalks with curb and gutter to improve pedestrian accessibility, correcting areas with severe drainage problems, and adding multi-use paths along major arteries for both pedestrians and bicycles. The list of 33 projects has an estimated price tag of $4.5 million at today's costs. Setting priorities for the projects will be necessary since they can not all be completed within the next 5 years.

This is your opportunity to let the Board of Trustees know which projects you feel are most needed and which projects should be a priority for the first use of new revenues.

     *     Volunteer to serve on the campaign committee to help inform voters about the ballot         
           questions during the months of February and March.

The Town staff has prepared a list of identified street projects that need to be done in the next 3 - 5 years. The Board of Trustees is seeking feedback on the project list from voters in order to set priorities for the street improvements. The cost of street improvements has risen sharply over the last five years, reducing the Town's ability to fund projects without additional revenue source will facilitate the development and implementation of a ten year street improvement plan that is on the priorities suggested by voters, and the evaluation of safety issues and other needs by staff.  Currently street improvements have to compete for funds with all other Town activities, except Water Fund activities.

The debt authorization would allow the Town to borrow for major reconstruction and paving projects, complete those projects and repay them with the dedicated sales tax revenues over a twenty (20) year period while citizens enjoyed the new, improved streets. Just as most people borrow money to purchase a house, so do most municipalities borrow to construct major infrastructure projects that will provide benefits over a long time period. Terms of the debt will depend upon market conditions at the time the debt is issued, but the Board of Trustees will be able to determine when to  enter the market to issue the debt.
